Respected Shri Karat Ji,

 

Once Late Mr. Jyotirmoy Basu, the then most vocal CPI(M) M.P., being committed for the cause of nation’s politics, one day, during the course of my discussions with him, after having given my evidence before the Parliamentary Public Undertaking Committee, chaired by his own-self, on the issue of the Jute Trading Corporation (a Public Undertaking), remarked that my rightful place is Parliament after having observed the way I had deposed before the aforesaid Committee. IN his view, my aforesaid evidence was very crucial keeping in view the larger national interests. However, contrary to this, subsequently, I was made to suffer at the hands of Shri Jyoti Basu, his Government, and his governmental machinery, so much so, and at such a low level that it could well be described as unprecedental miserable victimization, in the entire country, as is described at length in my representation, dated 10th November, 2008, to His Excellency the Governor of West Bengal, Shri Gopalkrishna Gandhi, with copy to Shri Budhha Dev Bhattacharyya, Hon'ble Chief Minister of West Bengal, by submitting in writing through an application for Intervention for transferring all the cases referred therein to the Central Bureau of Investigation; which has been duly acknowledged vide Memo Letter No. 5101-S dated 1.12.2008 issued under signature of Mr. Gaurhari Adhikari, Assistant Secretary, Governor’s Secretariat, informing thereby that a Copy of my aforesaid Letter dated 10th November, 2008 has been forwarded to the Addl. Chief Secretary to the Govt. of West Bengal, Home Deptt., for his kind attention in the matter. I am enclosing herewith a copy of 103 pages Written Arguments submitted by me before the Central Information Commission which also inclusive of the aforesaid representation dated 10th November, 2008. Under the instruction from Shri Jyoti Basu the then Chief Minister of West Bengal, to Shri Kamal Basu, the then Mayor of Kolkata, contract of rebuilding of burnt portion of New (Hogg) Market was granted in 1985 by Kolkata Municipal Corporation (KMC) to M/S. Martin Burn Limited with right to lease out 97,020 Sq. Ft. Commercial area at their own premium, against megre payment of Rs.1,04,78,160/- against the then prevailing premium in the vicinity of the aforesaid Market of about Rs.15 Crores. Aforesaid contract was the pin point for the development of the Mafia activities of one particular Director of M/S. Martin Burn Limited viz. Sanjay Kumar Jhunjhunwala. Several illegal sanctions were granted by KMC for his constructional activities, whereas to black mail me, sanction plans were revoked, just not once, but twice, with the different illegal grounds, under clear instructions from Shri Jyoti Basu, and to please Mr. Jhunjhunwala. Mr. Jhunjhunwala was granted full immunity to commit all types of the crimes. Resultantly he hatched a criminal plot by criminal means to kill me and another plot to kill my son by staging a truck accident. Requisitioned support from Governmental Machinery from the Government of West Bengal and Kolkata Municipal Corporation was fully provided to aforesaid Land Mafia to black mail me through various means and methods.

 

In fact through aforesaid single contract, the public property of Rs.14 Crores was misappropriated. Now important question is arises that what some amount of aforesaid Rs.14 Crores were gone in to the Pocket of Shri Jyoti Basu or his son Shri Chandan Basu or Shri Kamal Basu and what some amount was received in the fund of CPI(M) Party and its other leaders. In 1996 a raid was conducted by Income Tax Department against financiers of the aforesaid project of KMC, and tentatively found concealment of money about Rs.13 Crores. Out of which they immediately disclosed Rs.9,54,08,222 for which they had to pay Income Tax of Rs.5.70 Crores (odd) immediately. To compensate the aforesaid losses incurred due to aforesaid Raid, KMC through agreement dated 22nd December, 1997, extended the lease agreement for 147 shops from 30 years to 60 years on a meager payment of Rs. 4,77,547/-, which 147 Shops originally were transferred for few Crores of Rupees, as per the list was submitted by M/s. Martin Burn Limited to KMC. The entire story of the mafia activities are detailed in the aforesaid 103 pages documents copy of which already enclosed herewith.

     

With this background this is my humble request to Mr. Prakash Karat and Mrs. Brinda Karat, to examine the whole matter to accept and admit that Shri Jyoti Basu, the then Chief Minister was solely responsible for the growth, development and protection of the criminal activities of a Group of scrupulous businessmen turned Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala, possibly for the large some of the monetary gains, and further accept and admit that West Bengal CPI(M) party also maintained silence in the matter just because it was too have been benefited, otherwise, CPI(M) party should have taken cognisance on my repeated written communications to the then stalwarts of the CPI(M) party viz. the then General Secretary Shri Harkishan Singh Surjeet, Shri Som Nath Chatterjee, Shri Biman Bose, Shri Anil Bswas since deceased, and others, and each one were posted through Registered Post. If the activities of such kinds as mentioned in my representation are not covered within the concept and ideology of the communism and also not the Policy of the CPI(M) Party, and if the CPI(M) Party is a law abiding party, then this is my further humble request to recommend to the Hon’ble Chief Minister of West Bengal Shri Budhha Dev Bhattacharyya, to forward the whole issue mentioned therein to CBI for Free and Fair Enquiry.
